Clarifying the scope and the timelines, turning an idea into a real project is one of the biggest challenges , as failing to set clear goals, objectives, scope and timelines can lead to a whole host of issues , therefore you need to use a smart approach by making the scope and objectives specific, measurable, with clear timelines.
Another challenge is the budget restrictions and it is related to scope creep, means change in requirements from what was originally agreed at project initiation, therefore you need to have a clear change management process and any changes in the requirements has to be assessed in terms of cost and time, an overall impact assessment has to be done.
